Saudi Arabia Grants Premium Residency Visas to 100+ Global Entrepreneurs

Saudi Arabia just rolled out the red carpet for over 100 entrepreneurs from more than 20 countries. The kingdom announced premium residency visas for business innovators during the Biban Forum 2025 in Riyadh.

The Premium Residency Centre granted “Entrepreneur Residency” status to founders of tech startups and innovative companies at the kingdom’s biggest entrepreneurship event.

The announcement came as part of Saudi Arabia’s Vision 2030 plan to transform its economy beyond oil. The kingdom wants to become a global hub for innovation and investment.

Two Investment Paths for Entrepreneur Residency Applications

The Entrepreneur Residency program offers two clear paths for startup founders:

Tier 1 Requirements:

  • Minimum investment of SAR 400,000 (about $106,000)
  • Hold at least 20% ownership stake in the company
  • Five-year renewable residency permit

Tier 2 Requirements:

  • Investment of SAR 15 million (about $4 million)
  • Minimum 10% ownership stake
  • Create 20 jobs within two years
  • Pathway to permanent residency

Both options require a recommendation from recognized venture capital firms or government-backed investment entities in Saudi Arabia.

Premium Residency Benefits Transform Business Operations

Premium residency holders enjoy significant advantages over traditional visa holders. They can live in Saudi Arabia without needing a local sponsor.

Key benefits include:

  • Full business ownership rights
  • Property ownership privileges
  • Family member inclusion at no extra cost
  • Freedom to enter and exit the kingdom
  • Access to government services
  • Banking and investment opportunities

The residency also allows holders to invite relatives to visit the kingdom and conduct business activities independently.

Seven Premium Residency Categories Target Different Professionals

Saudi Arabia now offers seven distinct premium residency products beyond the entrepreneur track:

  • Special Talent Residency for exceptional professionals
  • Gifted Residency for individuals with unique abilities
  • Investor Residency for capital contributors
  • Real Estate Owner Residency for property investors
  • Limited Duration Residency for temporary stays
  • Unlimited Duration Residency for permanent settlement

Each category costs SAR 4,000 (about $1,065) and remains valid for up to five years. The unlimited duration option requires a one-time payment of SAR 800,000 (about $213,000).

Biban Forum 2025 Showcases Saudi Arabia’s Startup Ecosystem Growth

The announcement took place during Biban Forum 2025 at the Riyadh Front Exhibition and Conference Centre. The event, organized by the Small and Medium Enterprises General Authority (Monshaat), serves as the kingdom’s premier platform for startup support.

This year’s forum carried the theme “A Global Destination for Opportunities.” The event brings together business owners, investors, and innovation leaders from around the world.

Monshaat has positioned the forum as a key driver of knowledge exchange and business growth opportunities. The organization focuses on creating connections between local and international entrepreneurs.

Vision 2030 Strategy Drives Economic Diversification Efforts

The premium residency program directly supports Saudi Arabia’s Vision 2030 economic transformation goals. The kingdom aims to reduce its dependence on oil revenue and build a diverse, innovation-driven economy.

Saudi officials want to attract high-potential entrepreneurs who can stimulate the national economy and create quality employment opportunities. The program targets founders of technology-driven startups seeking to establish operations in the kingdom.

The initiative forms part of broader efforts to strengthen Saudi Arabia’s position as a regional business hub. The kingdom has introduced multiple programs to attract foreign investment and talent in recent years.

Global Competition for Entrepreneur Talent Intensifies

Saudi Arabia joins other Gulf nations in competing for international business talent. The UAE’s golden visa program and Qatar’s permanent residency scheme offer similar incentives for entrepreneurs and investors.

The kingdom’s program stands out through its integration with Vision 2030 development projects. Entrepreneurs can tap into major infrastructure investments and economic zones being developed across Saudi Arabia.

Recent economic data shows Saudi Arabia’s non-oil economy growing rapidly. The kingdom recorded 4.4% GDP growth in the third quarter of 2024, with the private sector leading expansion efforts.

The entrepreneurship residency program could accelerate this trend by bringing in founders with expertise in emerging technologies and innovative business models.
