Most countries treat artificial intelligence as something you buy from someone else. You rent compute from a cloud provider. You use models trained by American or Chinese companies. You store data in a server farm owned by a multinational corporation.
Saudi Arabia has decided that model is not good enough. On September 2, 2026, Saudi AI infrastructure company OmniOps signed a memorandum of understanding with Hewlett Packard Enterprise at LEAP 2026, the Kingdom’s flagship technology event. The deal combines HPE’s locally manufactured servers with OmniOps’ Saudi-built AI platform called Bunyan, creating a full stack where the hardware, the software, and the deployment all happen inside Saudi borders.
The agreement matters because it stretches the definition of sovereignty further than most governments have been willing to go.
Data Residency Is Only the Beginning
For years, governments and regulated industries understood sovereignty as a simple question. Where does the data sit? If data stays inside the country, the thinking went, sovereignty is preserved.
That definition is incomplete, and the gap has become a problem.
Mohammed Altassan, founding CEO of OmniOps, explained the limitation directly. He said his customers across government, aviation, and financial services need answers to three separate questions. They want to know where their data sits, who built the platform running on top of it, and where the hardware underneath it comes from.
Data residency answers only the first question. A company can store your data in a local data center while the software managing that data was built and controlled by a foreign company. The hardware processing the data can come from another jurisdiction entirely. Each layer represents a potential point of dependence.
The OmniOps and HPE deal closes those gaps by connecting all three layers. HPE manufactures the servers through its Saudi Made initiative. OmniOps builds the AI management software. Both companies deploy and support the system within Saudi Arabia.

Bunyan allows organisations to deploy these AI workloads across different environments. A Kurdish AI Platform Shows the Model Works
The sovereignty argument is not theoretical. OmniOps proved the model works through a deployment in the Kurdistan Region of Iraq.
In June 2026, OmniOps partnered with Newroz Telecom to launch KI, the first Kurdish conversational AI platform. The system runs on Bunyan and operates entirely on-premises within Newroz Telecom’s infrastructure. Data and AI processing stay inside the Kurdistan Region.
KI supports Kurdish dialects including Sorani, Badini, and Kurmanji, along with Arabic and English. For Kurdish speakers, this means access to AI services in their native language for the first time. For governments considering sovereign AI strategies, it demonstrates that advanced AI can run locally without sacrificing performance or security.

HPE Built the Manufacturing Layer Over Several Years
The OmniOps agreement did not emerge from nowhere. HPE has spent years building the infrastructure required to manufacture and support technology inside Saudi Arabia.
In 2026, HPE expanded its Saudi Made portfolio to include enterprise storage systems produced locally. The company deepened its relationship with Alfanar, a Saudi manufacturing firm that assembles, configures, and tests HPE servers before they reach customers. This means organisations can receive infrastructure that is already built, pre-integrated, and ready to deploy, rather than importing equipment and configuring it themselves.
HPE also announced plans for a Saudi Innovation Center in Riyadh, where customers, startups, and solution providers can test technologies and collaborate on new products.
The Saudi Made, Developed, Deployed initiative represents a deliberate strategy to build every layer of the technology stack locally. The program connects local manufacturing with Saudi-developed applications and services from companies like OmniOps, ShaheenAI, and MOZN.
The Shift Toward Execution Sovereignty
The OmniOps deal reflects a change happening across the global AI industry. Analysts describe a shift from data residency to what they call execution sovereignty.
The distinction matters because AI agents now move data across systems and borders to perform tasks. An agent might read a document stored in one location, process it in another, and write results somewhere else. If the processing happens on foreign infrastructure, sovereignty breaks even if the original data never moved.
Governments and regulated industries are responding by demanding control over where AI work actually runs, not just where data sits. The sovereign cloud market is projected to exceed $200 billion by 2029, growing at roughly 38 percent annually.
Saudi Arabia’s approach positions the Kingdom ahead of this curve. By building hardware, software, and deployment capabilities domestically, Saudi organisations can answer all three sovereignty questions that Mohammed Altassan outlined.
The Implication for the Region and Beyond
The OmniOps and HPE partnership demonstrates a model that other countries can study. It shows that sovereignty does not require isolation or building everything from scratch. HPE brings global manufacturing expertise and technology. OmniOps brings local software development and deployment knowledge. The Saudi government provides the strategic direction through its National Strategy for Data and AI and Vision 2030.
For Saudi Arabia, the benefits extend beyond security. The partnership creates local jobs in manufacturing, software development, and technical support. It builds skills that remain in the Kingdom. It positions Saudi technology companies as exporters rather than just consumers of foreign products.
