Jordan has 3,500 public schools. Most of them do not have the basic infrastructure to support modern digital learning. The World Bank just approved $3.5 million to find out exactly how bad the problem is and to plan what fixing it would cost.
That sentence captures both the promise and the limitation of this project. The grant does not build anything yet. It pays for assessments, pilots, and planning documents. The actual rollout, if it happens, will need far more money and a separate approval from the World Bank.
But the decision to start here, with a systematic assessment rather than a headline-grabbing device deployment, reveals something important about how serious governments approach education technology. The unglamorous work comes first.
The Assessment Covers the Boring Things That Actually Matter
The World Bank grant will finance an assessment of connectivity and digital infrastructure readiness across all of Jordan’s roughly 3,500 public schools. The scope includes electricity, internal wiring, device storage and charging facilities, and internet connectivity, with gaps identified against digital-learning standards.
That list matters because education technology fails on these details far more often than it fails on software. A school can receive a shipment of laptops and still be unable to use them if the building lacks reliable power, secure storage, or enough electrical outlets. A Chromebook with a dead battery is a paperweight. A Wi-Fi network that drops during exams is worse than no network at all.
The assessment will test different internet capacities, Wi-Fi networks, and access points in a representative sample of schools of varying sizes. Pilots will run across urban, semi-urban, and rural locations. This approach recognises that a school in Amman faces different constraints than a school in a rural governorate.
Chromebooks Are the Test Case, Not the Goal
The grant includes funding to pilot Chromebooks or equivalent devices in selected schools. The pilot will assess procurement, distribution, asset management, classroom integration, durability, and teacher support needs.
Those six categories reveal what the World Bank and Jordan’s education ministry already know from other countries’ failures. Buying devices is the easy part. Keeping them charged, secure, and functional over years of daily use is hard. Getting teachers to integrate them into lessons rather than lock them in a cabinet is harder. Managing the logistics of distributing, repairing, and eventually replacing thousands of devices is harder still.
The pilot’s purpose is to generate real cost data. How much does it actually cost per school to make digital learning work? The answer will determine whether the government pursues a nationwide rollout and whether the World Bank agrees to fund it.
The AI Innovation Centre Gets the Most Attention
The project includes planning for an EdTech and Artificial Intelligence Innovation Centre that would partner with Jordanian universities and the private sector. The centre would develop AI-supported educational content and teacher professional development, plus research into digital education.
This is the part that will attract headlines. AI in education is a crowded and often disappointing field. Many products promise personalised learning and deliver little more than digitised worksheets. The inclusion of a governance and data privacy framework alongside the technical assessment suggests Jordan wants to avoid the pitfalls that have plagued other AI education deployments.
The framework covers AI governance, data privacy, cybersecurity, and learner protection. It also includes plans for Arabic-language digital content aligned with the national curriculum. Arabic-language educational content remains scarce compared to English resources, so this addresses a genuine gap.
The $3.5 Million Is a Test, Not a Commitment
The grant agreement documents state explicitly that the $3.5 million covers only the preparation phase and does not represent a World Bank commitment to fund the subsequent digital transformation project across all 3,500 schools.
Jordan’s education ministry must now prove technical feasibility and cost viability before the World Bank approves implementation funding. The assessment will determine whether a nationwide rollout is practical and affordable. If the numbers do not work, the project stops at the planning stage.
The grant sits within the broader Jordan Pathways: Education, Skills and Administrative Reform programme, known by its Arabic acronym MASAR, which launched in February 2025 with $400 million in World Bank financing. MASAR aims to improve foundational learning, strengthen technical and vocational training, and modernise how the Ministry of Education manages the sector. The digital transformation project will assess whether Jordan’s schools have the infrastructure to support the upgrades MASAR is meant to deliver.
The Infrastructure Reality Will Determine Everything
Jordan’s electricity grid is more reliable than many of its neighbours. The country has invested in fiber networks and mobile connectivity. But 3,500 schools represent a wide range of conditions. Urban schools in Amman may already have adequate power and internet. Rural schools in the Jordan Valley or the northern governorates may lack both.
The assessment will produce a map of those gaps. That map will determine the cost of closing them. If the gaps are small and the costs manageable, a nationwide rollout becomes possible. If the gaps are large, the project may shrink to a smaller pilot that serves as a model for future expansion.
The World Bank’s decision to fund a preparation phase rather than an implementation phase signals discipline. It wants data before it commits money. That discipline is rare in education technology projects, where political pressure often pushes governments to announce device deployments before they have assessed whether schools can support them.
Jordan’s Digital Education Plan Is a Template for Other Countries
Many governments in the Middle East and Africa are considering similar projects. They face the same question Jordan faces. How do you take a school system that was built for textbooks and chalkboards and prepare it for digital learning and AI?
Jordan’s approach offers a model. Assess first. Pilot second. Plan the governance and privacy framework alongside the technical work. Do not skip the boring infrastructure questions because they are harder to make into a press release. And do not commit to a nationwide rollout until the numbers prove it is feasible.
The $3.5 million grant is small relative to the scale of Jordan’s education system. But the discipline it represents is worth more than the money. If the assessment produces honest data and a realistic plan, the World Bank and other funders will have a credible basis for larger investments. If it produces optimistic projections that collapse on contact with reality, the project will join the long list of education technology initiatives that promised transformation and delivered nothing.
Jordan has 3,500 schools and a plan to find out what they need. That is a better starting point than most countries have.
