Qatar Doubles Engineering Pay to Build Homegrown Tech Talent Pipeline

Qatar has more than doubled a key allowance for computer engineering roles as part of plan to encourage citizens to pursue careers in technology. The government also launched a new scholarship scheme that guarantees jobs for graduates in engineering, science and technology fields.

What the Pay Increase Means for Engineers

Qatar increased the Work Nature Allowance for computer engineering positions from 35 percent to 75 percent of a worker’s basic salary. The government introduced this change through amendments to the Human Resources Law last year. The Work Nature Allowance typically applies to jobs that are particularly demanding or have been designated as top national priorities. Cybersecurity specialists will also receive additional benefits under the new framework.

New Scholarship Scheme Offers Generous Support

The Ministry of Education and Higher Education launched the Digital Transformation Programme as part of the Government Scholarship Plan for the 2026/2027 academic year. The programme operates in coordination with the Ministry of Communications and Information Technology and the Civil Service and Government Development Bureau.

Students studying abroad at premier universities can receive monthly stipends of up to QAR 20,000, which equals about $5,500. The package also includes two annual business-class flights, pre-departure allowances of up to QAR 40,000 ($11,000), and academic excellence rewards. Students on the engineering, science and technology track at approved universities will receive monthly allowances of up to QAR 14,000 ($3,800), annual flights, pre-departure support of up to QAR 25,000 ($6,850), and guaranteed employment after graduation. Domestic scholarship students will receive monthly stipends and tuition coverage at Qatari institutions, including Education City universities and other local universities running digital transformation and technology programmes.

Building a National Digital Workforce

The programme supports students from their entry into tertiary education through internships, technical training, mentorship and full-time employment. The government aims to boost the number of young Qataris entering the technology sector. The initiative provides strong incentives for students pursuing computer science studies and guarantees them high-paying jobs when they graduate.

Aligning with National AI Strategy

Qatar has ambitious goals for creating a digital talent pipeline. Under the National AI Strategy, the government aims to build a national workforce while also becoming an attractive destination for global talent. This scholarship programme represents a significant investment in developing local capabilities to support Qatar’s digital transformation ambitions.
