UAE Introduces Mandatory Advertiser Permits for Content Creators — Free for First Three Years

The United Arab Emirates has announced a new regulation that will significantly impact the influencer and digital advertising economy. Content creators in the UAE are now required to obtain an advertiser permit from the UAE Media Council before promoting advertisements on their social media platforms, even if the ads are unpaid.

What the New Rule Means

According to the UAE Media Council, all individuals, influencers, and businesses involved in advertising activities on social media must obtain a permit to publish promotional content legally. The move is designed to regulate and develop the advertising content economy, enhance transparency, and protect consumers from misleading or non-compliant ads.

The regulation applies to both residents and visiting content creators, ensuring that all digital advertising in the UAE meets professional and legal standards.

Permit Details and Benefits

  • Free for the First Three Years: In a bid to support creators, the permit will be issued at no cost for three years.
  • Application Portal: Applications can be submitted via www.uaemc.gov.ae.
  • Visitor Advertiser Permit: Visiting influencers can apply for a temporary permit valid for three months, renewable once.
  • Mandatory Display of Permit Numbers: Approved creators must display their permit number on their accounts. Ads can only be posted after approval from the Media Council.

Why This Matters

The UAE influencer economy is estimated to be worth billions of dirhams annually, driven by sectors such as fashion, tech, tourism, and hospitality. With the rise of micro-influencers and brand collaborations, the new regulation brings structure to a booming industry that has previously operated with limited oversight.

Objectives of the Advertiser Permit Program

According to the UAE Media Council, the permit initiative aims to:

  • Regulate and develop the advertising content sector.
  • Enhance the Competitiveness of the digital advertising market.
  • Encourage Investment from individual creators and institutions.
  • Protect Consumers from misleading content and non-compliance.

Conditions for Obtaining the Permit

  • Applicants must be 18 years or older (with exceptions for certain cases).
  • A trade license in electronic media is required for both citizens and residents.
  • For those under 18, the license must be issued under a legal guardian.
  • Visitors may apply through a licensed agency in the UAE.

Impact on Content Creators

For influencers, this regulation means greater accountability and formal recognition of digital content creation as a regulated profession in the UAE. While some may view this as an additional layer of bureaucracy, others see it as a positive move to professionalize the industry, attract investments, and increase consumer trust.

What’s Next?

The policy comes at a time when the UAE is positioning itself as a global hub for media and digital content creation. By standardizing advertising practices, the government aims to strengthen the credibility of its creator economy and align with international best practices.
