UAE Media Council Issues Strict Warning against AI-generated Images of Public Figures and National Symbols

The UAE Media Council has sent a clear message to content creators that using AI to fake images of national figures without permission will now result in a fine and administrative penalties under the Media Violations Regulation. The warning comes after a social media post showing an AI-generated image of a user alongside the UAE’s founding father Sheikh Zayed Al Nahyan sparked fierce backlash online.

Social Media Creators Face New AI Content Rules

Content creators across the UAE now must navigate stricter boundaries when using artificial intelligence tools. The Media Council warned that AI misuse extends far beyond unauthorized depictions of public figures.

Using AI technologies to spread misinformation, promote hate speech, defame others, or undermine someone’s dignity and reputation now falls under media violations. The council specifically called out actions that attack societal values and principles as punishable offenses.

The move affects everyone from individual social media users to major media institutions and professional content creators. All must comply with approved laws and standards while maintaining professional and ethical responsibility in their work.

Recent Sheikh Zayed AI Image Controversy Triggers Response

The council’s statement follows public criticism of a social media user who shared an AI-generated image depicting herself with Sheikh Zayed Al Nahyan. Other users quickly condemned the post, calling it distasteful and unnecessary.

This incident highlights how AI technology can cross cultural and respectful boundaries when used carelessly. The UAE maintains strict media regulations to prevent misinformation and online bullying while promoting cohesion and coexistence in line with the country’s tolerance policies.

The Federal Decree Concerning Media Regulation specifically requires all media forms to respect state symbols, cultural heritage, and national identity. Article 1(17) leaves no room for interpretation on this matter.

Media Violations Regulation Carries Real Consequences

The UAE Media Council operates under clear enforcement mechanisms. Violations of AI content rules fall under the Media Violations Regulation, which includes specific fines and administrative penalties for different types of infractions.

The council aggregates disparate datasets from agencies and licensing bodies to provide centralized, AI-enabled capabilities for making data-driven decisions efficiently and ethically. This comprehensive approach offers advanced tools for searching, analyzing, filtering, and collaboration in real time.

Social media users, media institutions, and content creators must now factor these regulations into their content strategies. The council’s warning represents a significant shift toward more stringent oversight of AI-generated content in the UAE.

Global Context for AI Content Regulation

The UAE’s move reflects a global trend toward regulating AI-generated content, especially when it involves public figures or sensitive cultural symbols. Countries worldwide grapple with balancing innovation and responsible use of AI technologies.

The UAE’s approach combines technological advancement with cultural preservation. The country continues investing heavily in AI development while establishing clear boundaries for acceptable use.

This dual approach positions the UAE as a model for other nations seeking to harness AI benefits while protecting cultural values and preventing misuse.
