DIEZ and Dubai Land Department Partner to Accelerate PropTech Innovation

The Dubai Integrated Economic Zones Authority (DIEZ) and the Dubai Land Department (DLD) have joined forces to advance property technology (PropTech) in Dubai. This strategic collaboration aims to foster innovation, enhance research and development (R&D), and simplify business operations for startups, small and medium enterprises (SMEs), and tech-driven companies in the real estate sector.

Aligning with Dubai’s RDI Grant Initiative

The agreement is in line with the Dubai Research, Development, and Innovation (RDI) Grant Initiative, launched in September 2024 by His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai, Deputy Prime Minister, and Minister of Defence.

As part of the Cognitive Cities priority sector, the initiative focuses on:

  • PropTech solutions to modernize real estate transactions.
  • Smart mobility and traffic management systems.
  • Advanced smart grid infrastructure for urban development.

A Thriving Ecosystem for Tech Companies

The Memorandum of Understanding (MoU) was signed at Dubai Silicon Oasis, a technology and innovation hub within DIEZ.

His Excellency, Dr. Mohammed Al Zarooni, Executive Chairman of DIEZ, highlighted the importance of this collaboration:

“DIEZ is committed to providing a conducive environment for start-ups, SMEs and innovative projects in various emerging technology sectors. Dubai is a global destination for entrepreneurs and innovators with promising tech-focused ideas. Through our collaboration with active entities to contribute to building a future-ready economy in Dubai, such as the partnership with Dubai Land Department, DIEZ aims to enhance the emirate’s global position in attracting technology entrepreneurs and SMEs and providing everything they need to support doubling the size of Dubai’s economy and making it one of the top three global cities by 2033, in line with the objectives of the Dubai Economic Agenda D33.”

His Excellency, Eng. Marwan Ahmed bin Ghalita, Director General of DLD, emphasized the significance of PropTech in shaping the future of real estate:

“Supporting startups and SMEs in the Proptech sector is crucial, in line with the directives of the wise leadership to enhance digital innovation and develop vital sectors in Dubai. Through this partnership with the Dubai Integrated Economic Zones Authority, we are committed to providing a conducive environment that encourages the adoption of modern technologies, such as artificial intelligence and blockchain, in the real estate sector, while facilitating the establishment of companies and providing the necessary support to expand their business, aligning with the Real Estate Evolution Space ‘REES’ initiative we previously launched as part of our efforts to achieve the objectives of the Dubai Economic Agenda (D33), positioning the emirate as a key hub for innovation. We aim to enhance Dubai’s position as a leading destination for real estate innovation, in line with the Dubai Real Estate Strategy 2033, particularly by establishing a comprehensive ecosystem based on modern technology and advanced digital solutions.”

Key Areas of Collaboration

The DIEZ-DLD partnership focuses on several critical areas to accelerate PropTech adoption and business development:

1. Supporting Startups & SMEs

  • Launching tailored programs that promote AI and blockchain adoption in real estate.
  • Encouraging digital transformation within startups and small enterprises.
  • Prioritizing entrepreneurial growth in real estate technology.

2. Business Licensing & Operational Support

  • Providing business licenses and visa assistance for PropTech entrepreneurs.
  • Offering state-of-the-art office spaces at Dubai Technology Entrepreneur Campus (Dtec), the largest co-working space of its kind in MENA.
  • Facilitating legal and administrative support for startups.

3. Access to Investment & Venture Capital

  • Enabling startups to connect with venture capital networks.
  • Supporting funding through Oraseya Capital, DIEZ’s investment arm, which specializes in financing businesses from pre-seed to Series B funding rounds.

4. AI & Blockchain Integration in Real Estate

  • Promoting AI-powered solutions for property transactions and smart contracts.
  • Encouraging blockchain adoption for secure, transparent real estate processes.
  • Creating interactive platforms to foster digital transformation in real estate.

Building Dubai’s Smart Real Estate Future

The Dubai Land Department will take an active role in:

  • Designing and implementing high-quality training programs.
  • Strengthening partnerships with universities and professional institutions.
  • Facilitating market access and business expansion opportunities.

Moving Ahead 

The collaboration between DIEZ and DLD marks a significant milestone in Dubai’s PropTech evolution. By fostering innovation, supporting startups, and promoting AI and blockchain integration, this initiative will:

  • – Accelerate PropTech growth in Dubai.
  • – Create a thriving startup ecosystem in real estate technology.
  • – Reinforce Dubai’s position as a global leader in digital real estate innovation.
