Saudi Arabia Leads Arabic Language Model Development in 2025

Saudi Arabia has emerged as the frontrunner in developing Arabic language models, according to a recent study conducted by the Saudi Data and Artificial Intelligence Authority (SDAIA) and the King Salman Global Academy for Arabic Language (KSGAAL). This leadership position reflects the kingdom’s substantial investments in artificial intelligence infrastructure and its commitment to advancing Arabic natural language processing capabilities.

Strategic Investment in Arabic AI

The study highlights Saudi Arabia’s concentrated efforts to build large language models specifically designed for Arabic, a language that has historically been underrepresented in AI development compared to English and other widely spoken languages. Arabic presents unique computational challenges due to its complex morphology, right-to-left script, and numerous dialectal variations across the Arab world.

Saudi institutions have been investing heavily in AI research centres and partnerships with international technology companies. The kingdom’s Vision 2030 initiative, which aims to diversify the economy beyond oil dependency, has placed significant emphasis on technology and innovation sectors. This strategic focus has translated into dedicated funding for Arabic AI research, including the development of sophisticated language models that can understand and generate Arabic text with increasing accuracy.

A Coordinated National Approach

The research conducted by SDAIA and KSGAAL indicates that Saudi Arabia’s approach combines several key elements: substantial financial resources, partnerships with leading global AI organisations, and a focus on training models with diverse Arabic datasets that capture both Modern Standard Arabic and various regional dialects. These efforts are producing models that better serve Arabic-speaking populations across applications ranging from automated translation and content generation to customer service and educational tools.

Other countries in the region are also making strides in Arabic AI development, but Saudi Arabia’s coordinated national strategy and resource allocation have positioned it at the forefront of this technological advancement. This leadership in Arabic language models represents both a technological achievement and a cultural investment in preserving and advancing the Arabic language in the digital age.
