Qatar Collaborates with Scale AI to Boost Government Services with  AI-Powered Tools

Qatar has entered a long-term partnership with Scale AI, a leading artificial intelligence (AI) data firm, to deploy AI-driven tools and training aimed at enhancing government services. This move aligns with the Gulf state’s broader vision of digital transformation and technological leadership.

AI Collaboration for Smarter Governance

The agreement, signed during the Web Qatar 2025 Summit, was formalized by Mohammed bin Ali Al Mannai, Qatar’s Minister of Communications and Information Technology, and Alex Wang, founder and CEO of Scale AI. The partnership will introduce cutting-edge technologies such as predictive analytics, automation, and advanced data analysis to optimize government operations.

While the deal’s financial terms remain undisclosed, Trevor Thompson, Scale AI’s global head of growth, emphasized its potential to serve as a blueprint for other governments worldwide.

Scale AI’s Role in Advancing Qatar’s Digital Agenda

Founded in 2016, Scale AI specializes in high-quality data labeling for AI model training, supporting companies like OpenAI, Microsoft, and Morgan Stanley. Under this agreement, Scale AI will develop over 50 AI applications for Qatar’s government over the next five years.

Qatar’s Expanding AI Sector

Qatar has significantly ramped up its AI investments, particularly since late 2024. The country introduced its national AI strategy in 2019 and, in 2024, reinforced AI adoption with new cybersecurity guidelines from the National Cyber Security Agency (NCSA).

AI as a Pillar of Economic Diversification

To reduce reliance on oil and gas, Qatar has prioritized AI, cybersecurity, and cloud computing as key components of its digital transformation strategy. These efforts align with the Qatar National Vision 2030 and the third National Development Strategy (NDS3), aiming to drive long-term economic growth through innovation.

Cybersecurity and Workforce Development

In September 2024, the NCSA introduced the 2024-2030 National Cybersecurity Strategy, emphasizing a data-driven economy and workforce training. As part of these efforts, the National Cyber Security Academy was launched to bridge the cybersecurity talent gap in the region.

Qatar’s Growing Influence in AI and Tech Innovation

The Gulf state is actively fostering AI adoption across multiple sectors, including agritech, cleantech, e-gaming, and cybersecurity. Qatar has also secured agreements to host regional editions of Web Summit and World Summit AI, further solidifying its position as an emerging tech hub.

Opportunities for International Tech Firms

Major U.S. tech companies are expanding their AI-driven solutions in Qatar, presenting opportunities for small and medium enterprises (SMEs) to enter the market. This collaboration between Qatar and Scale AI underscores the growing role of AI in reshaping governance, economic strategy, and digital innovation in the region.
